In regard to economic sanctions all countries impose them as part of foreign policy. The EU just has a bit more clout/influence, and when entities are found to have broken the rule of law or been guilty of human rights abuse, it can act accordingly within it's treaties.

Gotta love the UK media. If the EU agrees something to ease trade barriers it's deemed to be a "surrender" and when it doesn't its inherently "intransigent."
