Of course he his!

It doesn't matter who's right or wrong here, but obviously he has no choice.
He’s been demanding some unrealistic things it has to be said, but ultimately he’s been on his knees for a while.

I mean, say you lost a quarter of your home to a storm, had no way to repair it by yourself, and the only realistic way forward, was for some psycho up the street to plug in the holes up for you….
